If you mean something that must happen during FOSDEM, then this might be challenging due to restricted time (the conference lasts about 36 hours), unavailability of space and an audience not always interested in Windows development.
Still, this would be a great subject for a FOSDEM presentation. Taking the time to assemble a well-written presentation is always a good investment, since it is then easy to point people there.
Speaking of hackathons, a better venue would maybe be ApacheCon Europe (if people plan to attend) since we have more space there.
