So the simpliest way IMO is to ask the potential new subscriber
(a draft!)
– If you need help for using AOO?
Please got to https://forum.openoffice.org/en/forum/
or look for a forum in your language at https://forum.openoffice.org/.

But again: I personally can not change the page, because I have no right to do
so.

(I can only edit the 'normal' pages, like http://www.openoffice.org/de/)

you don't need to change the forums pages but the normal webpages (IMHO that is what Mathias want to express). When you get here some error message, then please state them, so that we can fix that.

– You have found a technical issue inside AOO?
Then please check these steps:
1. Have you a step-by-step description and a sample document
to show the
issue?
2. Have you discussed the issue at a user forum?
3. Can anybody at a userforum reproduce the problem?
[YES for all] – [NO]

Only if one clicks on [YES] he will be asked for the email address.

(imho: too complicated and too rigorous)

Sorry, but IMHO this doesn't bring anything. It's the same as if you would click [Yes, I'm over 18, please let me in] on a pink XXX website. ;-)

The best we can do is still to ask politely and honestly the user to go first to a user forum and ask for help. Sure, the most will also ignore this hint. But at the end there is no way to prevent that users willl ask howto questions on BZ anyway.
