This is not completely true, since m181 and only for non-Windows targets there is the possibility to either install mingw32 or to copy unowinreg.dll to external/unowinreg/ (You can get it here: <http://tools.openoffice.org/unowinreg_prebuild/680/>). Windows "builders" are *unaffected*. /me repeats this to prevent some confusion that Windows builds now require mingw. Actually the configure message should mention the download/copy part.
