I don't think that Utomo is completely wrong here. Targets are just an organizing tool to manage the work you are able to do. They have an overlay with the "real" project needs but they are not congruent with them. So the total number of issues assigned to a developer is still the best metrics for the complete workload. The target is just a means to track what developers can accomplish in a certain time frame.
