The standard API does not allow you to delete a node that is still referenced by a way. Therefore, this type of problem should not be possible with other editors. I have not used Potlatch in a long while. What does it do when an upload fails? It should make sure the user knows that not all of his changes have been uploaded. I doubt it could prevent the browser from closing its window.
