No it doesn't - the tag transform plugin is independent of what source is reading and writing to. So you could read from an XML file, do the tag transforms, and write to another XML file. But as Steve Radcliffe points out, there's builtin options for this in mkgmap. Osmosis+TagTransform might be useful for other projects.
