There is a "Technical Working Group" who define our needs - or at least,
the needs for the core server infrastructure - on a regular basis, and
who brief the OSMF board on required funding and manage hardware orders
and all that.

Also, in a very recent development, OSMF seem to be considering handing
out money/support via what they call a "project incubator" (search for
the term on https://docs.google.com/View?id=d38xqz5_6fj2bcdcm); that
would then be the remit of the "Strategic Working Group" who hold
regular IRC meetings, so if you want to get involved there that's also
an option.
