At one of the Hack-Weekends someone played around with distributing the SQL-Commands issued by osm2pgsql via XMPP.
Such a server could distribute full-import-sql-dumps in a weekly shedule as files and the minutely updates as XMPP messages. Not sure if it would sove any real problems.
