JOSM is able to work with local GPX files. But of course, you'd have to open 
each one individually and as you say each one is rather low density.

So what you'd probably have to do to make it practical is re-process the GPX 
files into "tiles" each covering a certain area and only open up GPX files 
corresponding to the areas you're about to edit.

You could build up the road network in JOSM this way. And you wouldn't even 
have to build the whole city and do a massive upload - you could work 
incrementally.
