I'd like to call for a vote on the proposal to elimintate all parcel xml
in 0.6. We can do so by creating parcel items with schema.update() in
the installParcel() hook. Phillip Eby would drive the migration, as he
did with the earlier schema API work.
Alec has an additional proposal to define cpia instances in a specially
designed cpia xml format. We can decide on this proposal separately,
after more discussion. The proposal we are voting on here is to go ahead
and make the decision to remove the parcel loader and all parcel xml.
Benefits include (but not limited to):
* we get to stop maintaining parcel xml
* we get to avoid work in creating i18n message catalogs for parcel xml
* parcel xml does not support all ways to create items (for example,
no constructor arguments). It will be easier to support the full range
of features with the python api.
