Ok, we're close enough to 24 hours and have heard from most folks. We'll
go ahead and proceed with removing parcel xml. :)
Phillip will go ahead and work on some remaining problems associated
with removing parcel xml (discovery, versioning). We'll wait for Alec
and Phillip's revised proposal to get worked out (python, not cpia xml)
before doing the actual migration of the remaining parcel xml.

Alec has an additional proposal to define cpia instances in a specially
designed cpia xml format. We can decide on this proposal separately,
after more discussion. The proposal we are voting on here is to go ahead
and make the decision to remove the parcel loader and all parcel xml.
Benefits include (but not limited to):
* we get to stop maintaining parcel xml
* we get to avoid work in creating i18n message catalogs for parcel xml
* parcel xml does not support all ways to create items (for example,
no constructor arguments). It will be easier to support the full range
of features with the python api.
