is to go ahead and make the decision to remove the parcel loader and
all parcel xml.
Benefits include (but not limited to):
* we get to stop maintaining parcel xml
* we get to avoid work in creating i18n message catalogs for parcel
xml
* parcel xml does not support all ways to create items (for
example, no constructor arguments). It will be easier to support the
full range of features with the python api.
