For most of our releases we have used Bugzilla to track the punchlist of non-dev docs including new or updated web/wiki pages. I have found this to be quite helpful especially in identifying dependencies and potential blockers.

We have a separate OSAF product that can be used to file bugs on osaf
website, wiki, etc. It has 4 components at the moment but there could be
more.
