I thought Drupal (http://drupal.org/) might be an approach. It's a CMS
which has been used for many community portals, discussion sites and so
called 'socal networking' web stuff - of course it's also open source
and distributed under the GPL :). Unfortunately I haven't had the time
to have a closer look for a deeper evaluation.

Any other suggestions?


BTW: I like the look of the new otrs.de website. It's so ...relaxing.
