Just to follow up, if anyone has issues resolving the scrooge plugin, make sure the artifact you're getting matches what's in maven central. If you've got a local cache, or if your company has it's own proxy / cache (like http://www.jfrog.com/artifactory/) then make sure that also isn't serving you something out of sync w/ what's in maven central.
But, we should probably try to just bump the version number soon so nobody else has this issue.
