See ARROW-261 https://github.com/apache/arrow/pull/176 -- primarily,
{{ArrowBuilder::Finish}} can technically fail in some cases, so it now returns
Status. There's also some bit utility function renaming in ARROW-317, so this
patch will incorporate both changes
