You should really open a new issue or discuss this on the users mailing list.
Please don't post on this issue. You can post to PDFBOX-4863 (it is not yet
closed), the name is misleading, this is about bitmaps, i.e. images.
IMHO the 21 version is better than 19, the lines are smoother. (And yes, 20 was
bad)
