I think the dev mailing list remains the source of truth. I don't
think that mailing list discussions should be copied to Github
discussions.
Anyone with a Github account can open a Github discussion and some of
them will just be misunderstandings or usage questions - in which
case, they don't really need to be recorded in the mailing list.
Many other Github discussions will need to be summarised or posted
verbatim to the dev mailing list. These mailing list posts should
probably be for the record only and if someone on the mailing list
wants to make a point, they should go to the Github discussion to
continue the original discussion.

I guess my response is all a bit waffly. I'm not really into rigid
rules myself. I think facilitating wide participation is a bigger
worry and that we can adjust our rules as we go along.

The only ASF project that I am aware of that uses Github discussions
is Apache Linkis. There are probably many others. A lot of their
discussions are in Chinese (especially the ones in Github
discussions), so I can't really comment on how they go about synching
the discussions (if at all). They do appear to use WeChat for
discussions too and the minutes from these calls are posted to their
dev mailing list.
