This is a vote and I still don't know what I am voting on.

My understanding is this is to turn on github discussions.

My questions are:

   1. Will those discussions be forwarded to an email list or is there no
   connection between the two?
   2. If there is a connection, will postings on the email list be
   forwarded back to the discussions?
