So regarding the issue with not being able to publish the gradle plugin
into Apache Nexus Repo (i.e.
https://github.com/apache/incubator-pekko-grpc/pull/125), Ryan managed to
help out by finding a project that publishes gradle plugins into maven
rather than the plugin portal. The relevant code can be seen here
https://github.com/davidmc24/gradle-avro-plugin/blob/master/build.gradle#L97-L129
and as you can see the resulting artifacts at
https://mvnrepository.com/artifact/com.github.davidmc24.gradle.plugin/gradle-avro-plugin
.

We should try this out before doing a release candidate.
