I think we are basically ready for go for an RC1 build. I have one tidy up PR.

The main final piece was to get the Gradle Plugin publishing ok and I think 
we've sorted that out now. I tested a copy that I pushed to the staging area of 
repository.apache.org. I will remove this before we create the official RC1 
build.

I can create that RC1 tonight if there are no objections.
