+1 (binding)

Strictly being able to compile from source is required, but this is an 
incubating project, and I assume this will be fixed next release. But it is a 
good idea to test this before voting on an RC. The release manager can still 
decide that a new RC should be made.

I checked:
- Incubating in name
- signatures and hashes are fine
- disclaimer exists
- LICENSE and NOTICE are correct
- Most files have headers
- No unexpected binary files
- Can't compile from source

Error compiling is:
[error] java.lang.RuntimeException: found version conflict(s) in library 
dependencies; some are suspected to be binary incompatible:
[error]  [error] * 
org.apache.pekko:pekko-management-cluster-bootstrap_2.13:HEAD+20230808-1640 
(semver-spec) is selected over HEAD
etc etc
