this change causes a fresh checkout not to build. even with debug tracing on, I get only
$ APACHE_TEST_TRACE_LEVEL=debug perl Makefile.PL MP_APXS=/apache/2.0/worker/perl-5.8.3/bin/apxs !!! Failed to obtain the MPM name. Please specify MP_APXS=/full/path/to/apxs to solve this problem.
reverting to 1.15 fixes the problem.
