Instead of passing in tenantId to ConnectionQueryServices.updateStats(),
let's pass in a KeyRange. Then the updateStats() can just set the scan
start/stop using the KeyRange.getLowerRange() and KeyRange.getUpperRange(). To
get the KeyRange, do this:
