This MIN_SYSTEM_TABLE_TIMESTAMP needs to be set to the max of all the
MIN_SYSTEM_TABLE_TIMESTAMP_* constants, so should be set to
MIN_SYSTEM_TABLE_TIMESTAMP_4_7_0. Please add a comment to that effect too.
