We don't normally re-assign tickets, I don't think it's the "Apache Bugzilla way". (If memory serves, I think it's something to do with ensuring the list always gets copied in on what's happening) I normally just add a comment if I'm going to work on something later, so as to avoid two people tackling the same thing.
