Hi guys,

I completed the proposal document about "Apache Polaris enhanced runtime":

I tried to:
- list what we need for Apache Polaris runtime framework (the
capabilities we need from the runtime framework)
- list the two possible options (my preference is option 1)

I updated the GitHub Issue:
https://github.com/apache/polaris/issues/392 with the document and the
current PR.

By the way, I added the "proposal" tag on GitHub to track the proposal.
