Hi everyone

I just wanted to give an update on the 1.3.0 tentative timeline.

As of today, we are still waiting on ASF Infra for feedback on INFRA-27430,
and for the keys as well as bot account.  I do not expect much progress
during the end-of-year holidays.  Assuming we get the credentials by early
January, this would allow us to:
* call for a dev@ vote on the week of Jan 5th
* call for an incubator vote on the week of Jan 12th
* publish 1.3.0-incubating towards the second half of January

Worse case, if there is no sign of activity from the ASF Infra side, we can
still revert to a manual release.  The semi-automated release guide [1] has
been merged and deployed, but the manual release guide [2] is still
available.  Let me know if you have comments or questions.
