In addition to you I used Florian's create Metapackage script that wraps the 17 packages into one metapackage. The current Issue for this is 42998 but Pavel wrote that this issue may be wrong, so we need to open a new one or let Eric Bachard take a look as the owner of IZ42998.
I did not yet tried it but intend to do so.
Second addition to you is a "work in progress" patch for locale setting that Eric Bachard send me. Since the build isn't done yet I can only tell you that the patch does not break the build.
I can confirm your result as I also built Eric's locale patch. I did not yet test it further though.

10.3.9 without the most recent security patch.
