I can label them Tiger but then again Panther users will claim 
where is the Panther version. 

The second reason is that currently I can only guarantee that my 
build runs fine using Panther and that even if it runs and install 
under Tiger - the build under Tiger is much more buggy. That may 
not be true for en-Us but for fr and de there is the locale bug 
that prevents users of fr and de from using some special chars. 

If I would use OS X only then Jaguar and earlier users would 
complain that it doesn't run etc pp. So no matter how I label it it 
is always wrong.
