Exactly, and the voluntary aspect works pretty well IMHO, since if the
issue is considered serious enough on the list in question, someone will
inevitably volunteer to file it, if the OP doesn't know how to use IZ
(we generally point him / her to our translated instructions on using IZ
first anyway). At least, this is how the French native-lang lists work,
and it seems to have functioned pretty well so far.

I agree entirely that overloading a QA's mailbox with potential issues
from the mailing lists that they follow is not going to incite them to
participate for very long in the project, unless they have the time to
just do that, which I guess certainly isn't the case for most of us
here.
