No. I have searched a good amount across many sites and have found no
spec. However, issue 12686 has a new comment from mba, briefly:
What you can do now is that you can grab the extension from last years GSOC and
install it into OOo to get the rudimentary tab functionality that now has been
committed to the master.
However, as I already wrote, that fails unless I misunderstand.
