NO, it wasn't

GUI is translated at 100%
Help 99% (140 strings untranslated)

You can see this at the issue for 2.3 version in:

Can someone fix this problem??

I saw in http://wiki.services.openoffice.org/wiki/OOoRelease23 that galician language is not included in the "Upload of RC builds" (language pack) as

it was before. See OOoRelease221 as example.

Can someone explain me the reason?? or if it's just an error, can someone fix it???
