Well, simple maths are sometimes not so simple. Say that in the previous version there were 100 strings, and that 95 were translated. You get a 95% translation rate. Say now that in the new version, 35 strings were deprecated, and another 35 were introduced. If no translation work was carried out, you would have between 60 and 65 strings translated, out of 100. Thus a translation rate of 60-65%.
