At a first glance, I see the extra inter-character spacing but not the
misplacement of non printing characters. (MacBook Pro Intel 10.5.6, OOo
3.1. Sun build)

Extra inter-character spacing in addition to more inter-word spacing is
typographically a much better way to have justified alignment than only
having inter-word spacing augmented, so that's ok for me.
What I see is when toggling visibility of non-printing characters,
inter-character spacing changes drastically. Imho this seems to be more
an annoyance than as a bug.

Furthermore I don't think it's issue 91183 because that issue deals
about changed spacing in character menu.

Could you please describe "misplaced nonprinting characters"
