"Leading" (which is pronounced "ledding") is a term used in typography to 
refer to the spacing between lines. It derives from the days of manual 
typesetting when those spaces were varied by inserting strips of lead between 
the lines of type. I am used to specifying the value in terms of ems or points 
- If I am using 12 point typeface I'll sometimes specify a leading of only 3 
points, usually when I'm using a face such as Zapf Chancery, purely for the 
artistic effect (the ascenders and descenders become intertwined, and with 
centred text can look very nice).

Normally, with word processors and DTP apps, the leading should be set to 
Automatic, and only adjusted to a fixed value for special effects.

I think that in one case the leadings are being applied above and below the 
line, effectively adding them together, whereas the other case the value is 
only being inserted between the lines. The first case is not the way it should 
work - the leading vale is an absolute spacing between lines, and should not 
be added. If that is indeed happening, then IMO it is a bug.
