It's different between Writer and Impress about line spacing.
In Writer, if enter two paragraphs, then Format - Paragraph -
Indents&Spacing - line spacing: leading, values as 0.5cm
find: spacing between two paragraphs is 1.0cm.

Maybe you can also try if this has to do with compatibility settings:
Tools|Options|OpenOffice.org Writer >Compatibility.
If I do remember right, the option "Use OpenOffice.org 1 line spacing"
makes the difference.
But it can also be one of the others - from the descriptions I find it
hard to predict what they all do.
