Afaik there is no way to get such a report (as long as you don't have dircet
access to the issue database).
This report would not give the correct answer anyway, as you need the number of issues that once had the status "VERIFIED" and got reopened afterwards.
Yes, that is exactly what I am asking - was verified and then reopened.
I tried to query for issues that were verified since 2009-01-01 and are now in
status reopened. This gives 2 issues.
Well, maybe that is all there was. In which case the percentage is a
darn small value and I think it would bolster the case for the suggestion.
