Although it is an extension, since it is a fairly useful but trivial change (good chunks of the diff are actually due to removing an unecessary field/parameter) for a new management plugin which hasn't been present previously and isn't required for broker operation, I would tend to argue it presents such a low level of risk to the release as to justify its inclusion more than many of the changes so far.
