Looks like I dropped the ball on this.
Anyways I changed the name of the system property to "
qpid.session.legacy_exception_behaviour" and made sure it completely
reserved the current behaviour to the existing behaviour when switched
on.

I have now ported all required commits to the 0.18 branch.
