Because of the change made via DISPATCH-1760 , listeners will be the last ones 
to be configured. So, client traffic can start flowing into the routers only 
after the listeners have been setup. Connectors should probably be one of the 
first ones to be configured so the routers can talk to each other have the 
topology figured out ?
