There may be connectors to brokers and each broker may be ready to go with
thousands of messages. As soon as the connectors open then a flood of user
messages could arrive before the autoLink addresses are configured.
Are autoLink addresses synched between routers? It seems that interrouter
address synch could also happen before local config addresses are defined.
