This page says that nothing should be in the notices file other than the
copyright and attribution statement for Apache

Other pages I looked at were http://www.apache.org/legal/resolved.html
http://incubator.apache.org/guides/releasemanagement.html#best-practice-license.
It was not clear to me which page I should use as there are some differences
between them.
I looked at a variety of project in outside of the incubator and a few that
were in the incubator and they were inconsistent about how they handled this.
I can try posting to the legal list or the incubator list, but would appreciate
any thoughts from developers on Quarks.
