Back out script and properties changes and simply chop out AdminHandler block
from solrconfig.xml as its absence is tolerated in versions with the
deprecation (>= 5.0 < 5.5).

Remove AdminHandler block from solrconfig.xml as its presence breaks Solr 5.5
and above. Ranger currently only supports Solr 5.2 and above, all of which work
without this block (was deprecated in versions >= 5.0 and < 5.5.
