Mmmmm. No I don't think so. We may want to think about Dockerizing this for the
build. I know this sounds like overkill... but Docker is available on all
slaves and we could easily work around the environment issue by doing this.

Out of curiosity, which aspects of the pyqt5 build/runtime/environment requires
the python3-dev tools?
