[~lewismc] I was able use Docker to build and run the the tests for
UserALE.pyqt5. I was unable to use pip to install pyqt5 because there is no
wheel file for that node's environment. I went ahead then and tried to build
SIP and PyQt5 from source, but PyQt5 requires the python.h header file which
ships with python-dev.
