There is a generic 'Establish Shale as a TLP' issue, but this probably warrants a new one so it will show up in the release notes. We need to redirect (or rewrite?) from the old locations at struts.apache.org/dtds, but for now the files are still in place and haven't changed. (And I like James' URL suggestion of /xml/clay.)
