I found out. Where I am getting the above error when I run :

grads, (l, a) = net.train(tx, ty)

As you mentioned: 
https://github.com/apache/incubator-singa/blob/master/examples/cifar10/train.py#L131
this line is not giving me error. Its working fine. But when ever I try to 
train the network, I am getting the error.

So the error is persistence as line: 
https://github.com/apache/incubator-singa/blob/master/examples/cifar10/train.py#L146
