I think LoginAdminWhitelist should only be registered if it is fully
configured, that means if all fragments are there as references
So we should require a configuration there and set the minimum cardinality
accordingly.
The repository should only start if such a LoginAdminWhitelist service is
registered.
I think with these two conditions we should have everything for an ordering.
As the start method is doing the actual starting in a new thread, why do we
have a deadlock?
