UPDATE: I was finally able to fix the smokeTester on Windows (PR incoming).
The tests for RC3 run fine on Windows (minus couple of flakey tests), which
is what I mainly wanted to ensure.

Among the basic sanity checks I did manually, inability to run an example
in user-managed mode is the only open issue I could find (fixed on main and
branch_10x).
